National Security Bureau`s Strategic Debates. Prospects after the NATO Summit in Vilnius

The debate entitled "Prospects after the NATO Summit in Vilnius" was organized in connection with the preparations undertaken by the President of the Republic of Poland Andrzej Duda for the North Atlantic Alliance Summit, scheduled to take place on 11-12 July 2023 in Vilnius. Its purpose was also to discuss long-term directions for the strengthening of Polish security policy, domestically and internationally, following the Russian aggression against Ukraine.

Poland's priorities for the NATO Summit include strengthening allied deterrence and defense on the eastern flank (including by strengthening allied forces in the region, implementing a new model of high-readiness NATO forces, bolstering the chain of command and expanding military infrastructure). The Summit should also emphasize political support for Ukraine on the road to its future integration into NATO, increasing member states' defense budgets, boosting transatlantic relations, and the role of global partnerships.

The main conclusions regarding national security policy included strengthening resilience of the state as a whole - in the political, military, economic and social dimensions - and conducting diplomatic activities aimed at increasing Poland's role as a state stabilizing the security situation in the region.

The debate opened by the Head of the National Security Bureau, Minister Jacek Siewiera, was attended by General Rajmund Andrzejczak, Chief of General Staff of the Polish Armed Forces; Tomasz Szatkowski, Permanent Representative of the Republic of Poland to NATO; Professor Jacek Czaputowicz, former Minister of Foreign Affairs of the Republic of Poland; Justyna Gotkowska, Deputy Director of the Center for Eastern Studies; and Marek Budzisz, Strategy&Future expert.

The discussion was moderated by Katarzyna Pisarska from the Kazimierz Pulaski Foundation. The Foundation was also a co-organizer of the debate.

It was the second discussion within the framework of the National Security Bureau's Strategic Debates project. The first debate on the main development directions of the Polish Armed Forces was held on March 21, 2023.

The purpose of the National Security Bureau`s Strategic Debates is to hold a discussion in a public forum, based on a broad consensus, creating conditions for the implementation of multi-year strategic plans for strengthening national security. The topics of the discussions include military and non-military security issues, domestically and internationally. The areas of importance encompass the development of the Polish Armed Forces, allied policy within NATO, the conflict in Ukraine, building the resilience of state institutions and society, and strengthening the national defense industry. The debates are also closely linked to the security policy pursued by the President of the Republic of Poland Andrzej Duda. Representatives of state institutions, the Polish Armed Forces and other uniformed services and formations, experts representing non-governmental organizations and representatives of the media community are invited to participate in the debates.
