The main goal of the reform is to harmonise the structures of the Polish Army in time of war or crisis and during peace. In place of separate commands of armed forces (Land Forces, Air Forces, Navy and Special Forces), the bill introduces two commands - the General Command of the Armed Forces responsible for preparing the army for operations and its functioning in time of peace and the Operational Command of the Armed Forces responsible for the command in time of crises, war and over the forces dedicated to foreign missions.

After the reform, the General Staff of the Polish Armed Forces will focus on strategic planning, drafting long-term development programmes and advising the Minister of Defense, the Prime Minister and the President.

The law will come into force in 2014.
