Head of the NSB visits Georgia

On 25-26 April 2012, invited by the Secretary of the National Security Council Giorgi Bokeria, the Head of the National Security Bureau visited Georgia accompanied by Polish delegation.

On Wednesday the NSB delegation accompanied by the Deputy Secretary of the National Security Council Batu Kutelia visited the seaside province of Georgia – Adjara, where they met with the chairman of the Government of the Autonomic Republic of Adjara Levan Varshalomidze.

Later, the delegation visited oil terminal in Susa and House of Justice – the first public service institution in Georgia that combines and offers different types of services basing on the so called “one desk” principle.

Minister Koziej placed flowers under the monument of the late President of Poland Lech Kaczyński in Tbilisi and on the boulevard named after Lech and Maria Kaczyński in Batumi.

On Thursday Minister Koziej visited the European Union Monitoring Mission in Georgia headed by Mr Andrzej Tyszkiewicz who took Polish delegation to FO Mtskheta showing them the team that works near the Administrative Boundary Line near South Ossetia. 22 Polish soldiers serve under EUMM in Georgia established after the Russian-Georgian war. Minister Koziej spoke very highly of the EUMM work, emphasizing important role in stabilising situation in the region.

Later, the Head of the NSB met with the Secretary of the National Security Council of Georgia – Mr Giorgi Bokeria.

During the plenary meetings the Parties discussed the issues concerning international security and Polish-Georgian cooperation.

The Parties agreed that the Chicago Summit in 2012 represents a convenient opportunity for reviewing the mechanisms of NATO-Georgia cooperation aimed at further progress of the Euro-Atlantic integration of Georgia. The Parties underlined that NATO must remain open to enlargement and cooperation with partners in order to tackle new challenges and threats of global character. It was stressed, that participation of Georgia in NATO operations is conducive to closer NATO-Georgia relations.

Special attention was devoted to the deepening of the European integration of Georgia, including the cooperation within the CSDP framework. The Parties expressed their hope for successful negotiation process between the EU and Georgia concerning the Association Agreement (including Deep and Comprehensive Free Trade Area) and declared the need of further talks on visa liberalization. The Parties agreed that the European perspective of Georgia should be linked exclusively with the progress of implementing necessary reforms by Georgia.

The Parties expressed their belief that restoring of the territorial integrity of Georgia should be achieved in a peaceful way, with respect to the norms of international law, which resembles the position of the EU. The Parties highlighted the importance of observing the truce arrangements signed in August-September 2008 with the participation of the EU, indicating that breaking them contributes to the increased instability in the region. Stressing the positive role played by the European Union Monitoring Mission, the Parties expressed their regret of the lack of possibility to fulfill the mandate of the Mission connected with no access to the territories which are beyond the control of the Georgian government. The Parties discussed the possibility of a greater engagement of the EU in the process of settlement of the crisis in Georgia.

The Parties declared their support for continuing the Polish-Georgian military and defense industries cooperation.

During the meeting the Parties exchanged information on strategic and defense planning in the Republic of Poland and Georgia, assessing this issue as an interesting field of future cooperation.

Referring to energy security, the Parties underlined the commitment of Georgia in developing strategically important pan-European projects, and declared their positive attitude to the development of Polish-Georgian cooperation in energy sector.
