About the National Security Strategic Review

The increased complexity and dynamic changes in the security environment call for constant reflection on the effectiveness and integrity of Poland’s national security policy, for recognising whether all challenges in terms of threats and chances have been identified, and whether the theory and practice of national security policy are coherent, without redundant competences overlapping and gaps remaining unplugged.

To address all security aspects it is necessary to develop a comprehensive approach which would go far beyond the traditional perception of national security, i.e. that seen purely from the angle of defence. This need was at the core of the National Security Strategic Review (NSSR) undertaken by the National Security Bureau in November 2010. The Review was officially commenced by the President of the Republic of Poland during the opening conference held on 20 December 2010.
The legal basis of the Review was set by the Directive No. 4 of the President of the Republic of Poland on NSSR of 24 November 2010 (Zarządzenie Prezydenta RP nr 4 z 24 listopada 2010 r. w sprawie przeprowadzenia Strategicznego Przeglądu Bezpieczeństwa Narodowego). Consequently, the Head of the National Security Bureau issued on 17 December 2010 the organisational Order No. 29 on NSSR (Zarządzenie Szefa BBN nr 29 z 17 grudnia 2010 r. w sprawie przeprowadzenia Strategicznego Przeglądu Bezpieczeństwa Narodowego).
The National Security Strategic Review is aimed at making a comprehensive evaluation of the current conditions for the national security of the Republic of Poland and drawing up conclusions relating to the strategic goals and ways of the state actions in the area of security, as well as laying the foundations for the national security system.
The Review is conducted by the NSSR Commission. The Head of National Security Bureau acts as a Chairman of the Commission. The Commission consists of four Subject Teams assigned to proper security areas, the Advisory and Consultation Team, and the Executive Staff.
The results of NSSR will be published in a Review Report and in a White Book.
