New National Security Council

First meeting of the National Security Council took place on Thursday 20 May in Belvedere. Before the meeting, Speaker of the Sejm acting president handed nomination acts to new members of the NSC.

Currently the National Security Council includes: Speaker of the Senat Bogdan Borusewicz, Prime Minister Donald Tusk, Deputy Prime Minister and Minister of Economy Waldemar Pawlak, Minister of Foreign Affairs Radosław Sikorski, Minister of National Defence Bogdan Klich, Minister of Internal Affairs and Administration Jerzy Miller, Chairman of SLD (Democratic Left Alliance) Grzegorz Napieralski, Chairman of PiS (Law and Justice) Jarosław Kaczyński and – acting secretary of NSC – Head of the National Security Bureau Stanisław Koziej. 

First meeting was dedicated to two subjects: flood issue in Poland and organisational arrangements concerning Council’s operation.
NSC’s members agreed that it is necessary to undertake immediate legislative measures aiming at amendment to regulations that facilitate the process of buying land for hydro-technical investments and to rationalise legal norms relating to land development plans
for areas threatened with flooding.  
 
New regulations are to contribute to accelerating completion of flood installations and to adjust to real-life all issues relating to construction investments performed on areas threatened with flooding.
 
During discussion on organisational matters, council members agreed and accepted directive issued by the President of the Republic of Poland concerning course of operation of the National Security Council.
 
They also agreed on issues that regard the future works of the council. During its future meetings the council will in principle focus on one strategic subject and one current subject relating to national security.
 
Strategic issues shall include the following subject-matters:
  • Identification and prioritisation of national interests and strategic aims of the state within the security area;
  • Analysis and evaluation of strategic conditions of internal and external security, political, economic, social, military, information, ecological factors, etc.;
  •  Determining operational concept of national security strategy, i.e. concept of activities to be undertaken by the state on account of chances, challenges, risks and threats to the state’s security;
  • Determining preparation concept of national security strategy; i.e. framing main guidelines for the organisation and perspective transformation of national security system (its controlling subsystem and main executive links).  
NSC’s meetings shall be held every 2 or 3 months, with the option of calling special meetings – upon the motions of NSC members.
 
Next meeting shall take place on 27 May 2010 (Thursday) at 2 p.m. in Belvedere.
