Head of BBN: Partial agreement most probable in Minsk

The most probable outcome of the Wednesday meeting in Minsk of the leaders of Germany, France, Russia and Ukraine is a partial agreement, i.e. a ceasefire and plans for further talks, according to head of the National Security Bureau (BBN) Stanislaw Koziej.

"It is hard to predict the outcome. There are three possible scenarios: maximum agreement, maximum disagreement and ... minimal agreement with the rest to be discussed at a later date," Koziej told ahead of the talks on Wednesday.

The most likely outcome is "a ceasefire, maybe also a withdrawal of heavy equipment, and scheduling another meeting for a future date," the BBN head added.

In Koziej's view the talks are more likely to fiasco than bring full agreement. He added that breaking off the negotiations was a worst-case scenario because it would mean the continuation or even intensification of military operations in eastern Ukraine.
