Visit of the Head of the National Security Bureau in Romania

Invited by the Presidential Counselor for National Security Iulian Fota, the Head of the National Security Bureau Stanisław Koziej visited Romania to carry out bilateral talks on 17-18 June 2012.

During his visit, Minister Koziej met with the Minister of National Defense Corneliu Dobriţoiu, Secretary of State in the Ministry of Foreign Affairs Bogdan Aurescu and with the Chief of Staff – Major General Stefan Danila.

The talks started with a review of the recent NATO summit in Chicago. Both Poland and Romania positively assessed the summit’s output, which included emphasizing the Alliance’s primary functions connected with the collective defense based on Article 5 of the North Atlantic Treaty.

Minister Koziej indicated also a need to translate the declaration into real actions (constant updating of contingency plans, taking into account capability to complete the most demanding missions when planning the defense actions, including the ones concerning completion of Article 5, or conducting cyclic allied exercises with armies’ participation – e.g. Steadfast Jazz 2013).

Among many other subjects raised, the parties talked about the development of the European Security and Defence Policy, first and foremost the possible amendment of the current European Security Strategy.

During the talks with the Ministry of National Defense and the General Staff of Romanian Armed Forces considerable attention was dedicated to modernization of the armed forces during the global economic crisis. In this context, the Head of the NSB presented the Romanian partners Polish solutions that base on statutory provision of proper outlays for defense purposes that amount to 1.95% of the GDP and indicated: anti-craft defense, including missile defense, army’s mobility, with particular emphasis put on helicopters and information systems as modernization priorities of the Polish armed forces specified by the President of Poland in November 2011.

Minister Koziej’s visit in Bucharest included also a meeting with the commander and research personnel of the Romanian National Defense Academy, where he had a lecture dedicated to the allied aspects of security in Europe from Poland’s perspective.
